BOZEMAN, MONTANA – April 14, 2023 – Local Road Safety Plans (LRSP) are proven to save lives, but for some rural road practitioners, hiring a consultant to develop a plan is out of reach.
With that in mind, the Federal Highway Administration (FHWA) has revamped its LRSP do-it-yourself website to help guide rural practitioners through the LRSP development process.
An LRSP – also known as an Action Plan or Safety Action Plan as it relates to the Safe Streets and Roads For All Grant Program (SS4A) – provides a framework to identify, analyze, and prioritize roadway safety issues and countermeasures to address them. The SS4A program has special funding to develop action plans. In fact, 473 SS4A action plan grants were awarded in 2022.
On the LRSP DIY site, practitioners will find short videos that explain each step of the LRSP process. Each page also provides templates, tutorials, and examples from other communities.

“The goal is to make LRSPs accessible and achievable to all local agencies,” said Jaime Sullivan, director of the center. “We’re happy to promote this great tool from FHWA.”
